Appearance: Tino is not very physically intimidating at all, he's short for his age (or rather, the age he looks to be) with a sweet, friendly face that is almost always sporting a smile (sometimes a confused smile, or a nervous smile, but usually a smile). His colouring is, of course, traditionally scandinavian, he's somewhat pale with blonde hair, though since Shifting it is a little darker than it used to be, and his formerly striking violet eyes are now brown. He's very expressive and wears his emotions plainly for anyone who might want to see.
His favourite colour is blue, so he's usually seen wearing various shades of that, but he's also very fond of
multi-coloured patterned jumpers and other bright, colourful clothing.
Personality: Tino is very cheerful, friendly and open. He throws himself into things, sometimes without thinking them through first, and often gets himself flustered when he can't handle the consequences, but he'll always press on and keep going once he's made a decision.
He doesn't like arguments and will always try and keep everybody happy, often getting himself quite stressed out in the process, but he maintains a sunny disposition as best he can (even if it's a slightly neurotic one). He's very chatty and welcoming whether he's just met you or he's known you for years, he likes to make friends.
Though he's easily nervous around new people, he usually tries to give them the benefit of the doubt and think the best of people. Just as he's quick to get stressed out, scared or upset, he's also very quick to cheer up again and he works very hard not to let on that he's feeling anything other than cheerful (though, given his expressive nature, he's not very good at hiding it).

History:
Tino's history is, of course, long and complicated, linked as it is to the history of the land itself. Almost as soon as he started to come into being, he was taken under Sweden's wing and brought to live with him, though the larger country mostly left him to his own devices, his people were under Sweden's rule.
It was a very long time before Finland really got to be his own country, as the smallest of the Nordics he spent a long time being bossed about by most of them, particularly when they all went to live at Denmark's house. At Denmark's house, he was definitely the lowest of them all, getting all the jobs nobody else wanted, so when Sweden finally lost his temper and stormed out, Finland impulsively allowed himself to be swept along with him.
He regretted the decision once he was alone with Sweden, for even though the other nation had ruled him for a long time, Finland didn't really understand him very well, and he found him very intimidating. The first few days were very difficult, Finland was in a constant state of fear, but he knew that all the other countries around him were a threat as well, and figured Sweden was the best of a bad lot - even if he did introduce Finland as his wife.
Once he got to know Sweden, he became very fond of him and enjoyed living in his house, but it wasn't to last - Russia and Sweden fought and Finland became spoils of war, having to live at Russia's house. He found the experience more freeing, Russia had a lot more to focus on than just Finland, but he had a lot more fun living with Sweden.
Eventually, he managed to claim independance for himself, though it took many years to worm his way out of Russia's grasp, and even after he did it was a long time before Russia quite accepted the loss of territory - Finland's main occupation in the second world war was defending himself from soviet forces (a fact that made him a little sad, since it included his close friend Estonia, though he understood that Estonia didn't really want to attack him).
These days, he's much like the other countries, for the most part it's meetings and paperwork that have taken over wars and occupation, though there's still a little of that going on as well. He's still very close to Sweden and the other Nordics and spends a lot of time with them.
Key Moment: Tino was minding his own business at home, going over some EU paperwork for the next meeting. He'd just stood up to go and refill his cup of coffee when the Shift took him.

A Roleplaying Shift
RP Sample: Finland blinked bemusedly around, noticing that the field he now stood in was most definitely not his study.
"Norway? Are you doing spells again?" he called out, looking round to see if the other nation was anywhere about, perhaps finding it funny to leave him standing in a field in his slippers, hand clutching an empty coffee mug. Of course, that didn't really seem like Norway's thing, but it was possible Denmark had talked him into it. He didn't hear any laughter, so he guessed that probably wasn't the case, there was no way Denmark would stay silent for so long if he was there.
He frowned down at his slippers, realising that the field was not only dirty, but also somewhat damp, a dampness that was slowly seeping through into his socks. Just as he looked up to find a way out of this field and preferably onto drier ground, he saw a figure in a suit heading towards him, a young woman who was apparently having similar trouble with her heels in the mud.
"Excuse me?" She called out, picking her way cautiously over to him before favouring him with a professional, welcoming smile.
"Juu?" He smiled brightly in return, glad to see somebody else around "I don't suppose you know where I am, or how I got here?"
"Yes, I do. I'm afraid you've been a Victim of Reality Displacement. This is not the same world you came from, but don't worry, I'm from a place called Tenebrae Estates, where Shifted like yourself can live in safety until we find a way for you to get home. If you come with me, I can explain it more fully."
"Oh my..." his eyes widened as the implications sunk in. He nodded mutely, uncharacteristically speechless for a long moment until he found his voice again.
"Juu, tietenkin, of course, lead the way please..."
